JOSEPH GARRETT

Executive Director

Mr. Joseph Garrett joined CSD in 1983 and has a total of 27 years with the company and 35 years total with the Job Corps Program. Mr. Garrett has extensive broad based experience and knowledge of the Job Corps Program and operations, with a focus on Safety / Security, Management and Social Development programming. Mr. Garrett has served in his current role as Executive Director of East Coast operations since 2009, with corporate oversight of the Iroquois and Cassadaga Job Corps Centers, as well as a large sub-contract at the Pittsburgh Job Corps Center. In his role as Executive Director, Mr. Garrett’s primary responsibilities are to assure all center programs and operations are properly functioning to best meet the needs of students in a safe learning environment, and continuously assess current operations at centers, to strategize with Center Management to create innovative approaches and programs to improve center performance and enhance the overall experience for students.

Prior to his current position of Executive Director, Mr. Garrett served from 2005-2008 as the Program Director with corporate oversight of the Earle C. Clements Job Corps Center in Morganfield KY, which was the 3rd largest Job Corps Center in the country with over 1300 students and 450 staff during that time period. Mr. Garrett also served as CSD’s Corporate Safety Officer from 2008 – 2018.
